The Indo-Pacific Opportunity Program (IPOP) is a 4-year, regional activity in the Indo-Pacific region designed to address the Public Financial Management (PFM) objectives under the Indo-Pacific Strategy (IPS). It aims to create inclusive and sustainable economic growth, encourage regional cooperation, promote good governance, and improve the management of institutions. IPOP focuses on improving the macroeconomic policy and trade environment in the target countries. It also aims to strengthen democratic institutions to oversee PFM and implement sustainable infrastructure projects. DevTech is looking for an Information System Security Officer (ISSO) to work as an institutional contractor on its Analytics, Data, Visualization, and Information Services (ADVISE) contract with the United States Agency for International Development (USAID). ADVISE staff comprise much of the USAID Data Services team, led by USAID’s Chief Data Officer (CDO) and situated in USAID’s Bureau for Management, Office of the Chief Information Officer (M/CIO). The Data Services team's main purpose is to improve the usage of data and information at USAID, so that the Agency continues to ensure its development outcomes are supported by evidence. Data Services’ work spans the “data lifecycle,” including planning, collection, cleaning, analysis, curation, reporting, and governance.   The ISSO serves as the principal advisor to the Information System Owner (SO), Business Process Owner, and the Chief Information Security Officer (CISO) / Information System Security Manager (ISSM) on all matters, technical and otherwise, involving the security of an information system. ISSOs are responsible for ensuring the implementation and maintenance of security controls in accordance with the Security Plan (SP) and Agency policies. In almost all cases, ISSOs will be called on to provide guidance, oversight, and expertise, develop security documents, and implement the security controls. While ISSOs will not actually perform all functions, they will have to coordinate, facilitate, or otherwise ensure certain activities are being performed. Project Description: The Association of Southeast Asian Nations (ASEAN) member states play a crucial role as global suppliers of major mineral and metal products, with trade in minerals accounting for a significant portion of ASEAN's total trade. Critical minerals (CM) have gained prominence due to their use in green digital and advanced technologies, and ASEAN's untapped reserves of these minerals have garnered international attention. The increasing demand for green energy and technology presents an opportunity to expand CM manufacturing value chains within ASEAN, which requires a coordinated strategy. The United States Agency for International Development (USAID) Regional Development Mission for Asia (RDMA) ASEAN Office seeks to support ASEAN member states in this endeavor by assessing CM resources, production capacity, and areas for integration. Objective: The objective of this project is to take stock of AMS CM resources, the level of production capacity and areas for ASEAN integration in the sector, especially in processing, refining and component manufacturing. The United States Agency for International Development (USAID) Regional Development Mission for Asia (RDMA) ASEAN Office (ASEAN Office) works with the AMS to develop and integrate greater shares of variable renewable energy in the ASEAN Region.  The RDMA updated Regional Development Cooperation Strategy (RDCS) IR 3.1 notes that the ASEAN Office’s fiscal year (FY) 2023 activities, and its upcoming FY 2024 USAID Partnership Program Activity, support AMS efforts to decarbonize and strengthen power systems by increasing regional energy trade and accelerating development and deployment of clean energy technologies to advance ASEAN energy goals.
